The Citizenship by Merit framework incorporates stringent requirements designed to ensure genuine integration and substantive contribution. Understanding these criteria is essential for successful navigation of the application process.
Residence Requirement
Applicants must maintain physical residence in Malta prior to submitting a formal citizenship application. This demonstrates genuine integration and commitment to Malta.
Genuine Link Distribution
Proof of meaningful integration through sustained local presence, community engagement, contribution to Maltese society, or other evidence of substantive connection beyond mere residence.
Detailed Proposal Submission
Each applicant must prepare a comprehensive proposal letter outlining achievements, planned contributions, and demonstrable value to Malta. This document must clearly articulate how the contribution exceeds ordinary business activity.
Comprehensive Due Diligence
Rigorous verification of background, integrity, source of funds, professional achievements, and authenticity of claimed contributions. Enhanced scrutiny ensures compliance with international standards.
Board Evaluation & Ministerial Approval
Independent assessment by the Evaluation Board within Community Malta Agency, followed by Ministerial discretion. Final decision rests with the Minister for Home Affairs following Board recommendation.
Oath of Allegiance & Certification
Successful applicants take the formal Oath of Allegiance and receive a Certificate of Naturalisation, completing the citizenship acquisition process.
