In July 2025, significant enhancements to the Malta Permanent Residence Programme were introduced through Legal Notice 146/25, published in the Government Gazette. These revisions demonstrate Malta’s commitment to providing increasingly attractive residency options for international investors whilst maintaining the programme’s integrity and exclusivity.

Revised Pricing Structure

The updated fee schedule reflects current market conditions whilst ensuring programme accessibility for qualifying applicants. These adjustments balance investment requirements with the substantial benefits of EU residency and Schengen access.

Temporary Residence Permits

Applicants who pass due diligence and submit their application with the initial €15,000 administrative fee will now receive a one-year temporary residence permit right away, allowing families to relocate, register for local services, and begin settling in Malta while their full approval is being finalised.

Property Rental Flexibility

Enhanced property rental provisions now permit qualifying properties to be leased when not in personal use, subject to annual limitations. This strategic change significantly improves investment value and return potential for programme participants.

These revisions build upon the successful foundation established when the programme launched on 29th March 2021, replacing the previous Malta Residence and Visa Programme (MRVP). The Residency Malta Agency now oversees all applications, ensuring streamlined processing and consistent standards.

Residency Malta Agency conducts thorough background checks on all applicants and dependents. Upon successful completion, an Approval in Principle is issued, confirming eligibility and authorising progression to investment completion stage.

Biometric Data Collection

Applicants and dependents travel to Malta for biometric data capture essential for residency card issuance. This visit provides opportunity to view properties, explore neighbourhoods, and familiarise yourself with your future home.

Investment Completion & Card Issuance

Main applicant completes all required investments: property purchase or lease execution, government contribution settlement, and philanthropic donation to registered VO/NGO. Following verification, residency cards are issued, granting permanent residence status.
